Kyrgyzstan’s Cabinet of Ministers has approved an opinion on an agreement with Uzbekistan covering state social insurance and pension provision. According to the Cabinet of Ministers’ press service, the document provides for the mutual recognition of insurance periods earned in the two countries and for pension payments regardless of recipients’ place of residence.
Under the document, each country will independently determine a citizen’s entitlement to a pension by taking into account insurance periods acquired under its own legislation. Benefits will be awarded under each country’s respective rules. Where a person’s record in one country is insufficient to establish pension entitlement, periods of employment in Kyrgyzstan and Uzbekistan will be aggregated.
Pensions are expected to be transferred directly to recipients irrespective of the country in which they reside. Delivery costs are not to be deducted from the payment amount. In Kyrgyzstan, the agreement covers insurance pensions for old age, disability and loss of a breadwinner, as well as payments from pension savings held by the State Accumulative Pension Fund.
For Uzbekistan, the document applies to state pensions for old age, disability and loss of a breadwinner, along with payments from accumulated pension funds. Separate provisions address the posting of employees and extensions of posting periods. The provisions are intended to ensure that workers are not required to pay insurance contributions in both countries at the same time.
Guarantees paid from the republican budget on the basis of permanent residence are excluded from the agreement’s scope. The opinion was coordinated with relevant committees of the Jogorku Kenesh: on 16 September 2025, the Committee on International Affairs, Defence, Security and Migration adopted decision No. 6-7684/25, while the Committee on Social Policy adopted decision No. 6-7698/25. The Cabinet of Ministers approved the opinion by directive No. 895-t dated 16 October 2026; the directive sending it to the Jogorku Kenesh is dated 22 October 2026 and numbered 805-t.
